I think HMRC have got bigger fish to fry Mal, Umbrellas (or a form of PAYE Umbrellas) will be around for a long time to come. You legislate against Umbrellas and all those 'I think i'm outside IR35' contractors will head off and set up their own limited company. This will equate to less tax revenue for the exchequer and more hassle for the various HMRC departments trying to deal with the extra admin.

I suggest you take a look at this HMRC Consultaion Paper then...
