When you say 'such schemes' you refer to one particular business model that was always very agressive and high risk. No well informed professional would have recommended such a scheme. That was completely different type of strategy that is generally on offer today and BN 66 would not apply to them.

My point is that 'such schemes' are not 'all schemes' - some are dangerous (as BN66 warned) and some are fully compliant and well run by professionals who know what they are doing.
