Well, I've gone undercover a number of times by applying for SC roles, and it's always seems to be genuine barrier to applying, in my case.
If what you say is correct, it could also turn out to be a 'code phrase' for no blacks, no women, no greys too. If you apply, and you aren't the right 'sort' then suddenly it becomes a real requirement. If you're white, male, and young it was never a real requirement and is just a way of keeping the number of applicants down. A follow up call would make that obvious enough.
I have to say that I don't see how any recruiter would benefit from this, just to keep application numbers down. But I can certainly see why they'd do it to discriminate - promoted by the hirers (who are meant to be in favour of equal opps).
