The first employment agency in the United States was opened by Fred Winslow who opened Engineering Agency in 1893 in the US.

They were around long before highly skilled/highly paid contract staff, when no perm. staff were called temps.

It is todays market/technology that created the need for contract/feelance staff.

Therefore, the agents came first.
