In order to qualify the workplace has to change and in this case the workplace doesn’t change – it is the employment that changes. It is the employment that is temporary and not the workplace.
The employee is at the one site without change throughout the whole of each employment. As the workplace doesn’t change the workplace is permanent.
There is a possible exception – in rare cases - see Expectation/likely to move/likely to remain.
